Is it possible for foreign charity body to have their national flag raising ceremony in their rented place in Singapore?

Is it possible a foreign charity body to have their national flag ceremony in their rented place in Singapore ? do they need to apply for consent to the authority? can u give me the guideline for this? Thanks a lot Ekky

Hello, Does the Singapore Police Dept. issues Certificate of Clearance to the foreigners (non-resident of SG)? If yes, can they mail the certificate to the candidate's residence at her hometown in different country? Thanks
