In the World Bank’s annual World Development Report 2009, Singapore was held up as a model of development and “effective urbanisation”, turning its rural slums into “one of the cleanest and most welcoming cities in the world” in just 40 years.
Among other accolades, Singapore has also been termed a top economic performer, a safe city with low corruption, the best in Asia for protecting intellectual property rights, and the world’s easiest place to do business.

In terms of quality of life, Singapore is tops in Asia and No. 32 in the world, according to the annual Mercer Human Resource Consulting survey in 2008. Singapore also scores 22nd in Monocle’s list of Top Liveable Cities in 2008. Monocle is a European-based lifestyle magazine.
Another testimony on Singapore's status as an ideal place to live, work, play and learn is found in the Caux Round Table 2009 Social Achievements Capital Country Rankings. Among 200 countries, Singapore is the highest-ranked Asian state, not only in terms of economic capital but social capital as well. At 14th place, Singapore came in higher than the United States and Britain. Social capital index takes into account 14 different measurements of economic activities, quality of life plus legal and political institutions.
